Responsibilities:
Under the direction of the PMO Director, the Project Manager will be responsible for ensuring the quality and integrity of solution implementation, work effectively with vendors and implementation partners, while adopting effective quality assurance practices with an Agile-Waterfall hybrid approach.
Working collaboratively with current project team, the Project Manager’s services will specifically include, but not be limited to, the following:
- Leads the delivery of major projects that involve overseeing sub-projects and/or multiple delivery components (e.g., governance, operations, customer service delivery) including project planning, execution, timing, functionality, quality and cost, in accordance with project management standards.
- Develops and determines project goals, objectives, and outcomes to align with the direction of the organization.
- Manages project budgets and financial resources, including cost estimation, tracking, and reporting.
- Reviews and approves project evaluation and post-implementation reviews, including implementation of any required business changes. Makes recommendations and improvement plan based on comprehensive knowledge and expertise.
- Participates and contributes to project portfolio management activities, including project prioritization, resource allocation, and portfolio optimization to ensure alignment with organizational priorities.
- Interprets policies and practices related to project management, and provide expert advice and guidance to peers, supervisors, and senior staff on project-related matters.
- Contributes to the development and implementation of operational plans and reporting for a program area to support reliable program accountability, organizational core values and mandate.
- Perform risk management to minimize project risks.
- Contributes to initiatives related to project management processes and methodologies, manages resistance to change and facilitates adoption of new approaches.
- Contributes to the development of operational policies and procedures, performance standards and service levels with the goal of continuous improvement.
- Develops and maintains constructive and collaborative relationships with internal and external stakeholders, establish clear communication channels with stakeholders, and address concerns and manage expectations.
- Monitor vendor performance, and ensure deliverables meet quality standards.

Requirements
- Bachelor’s degree in Computer Science, Engineering, or equivalent combination of related experience, education, and training.
- Project Management Certification, or equivalent (Industry recognized Scrum Master certification will be added asset)
- The resource must possess a minimum of seven (7) years of experience leading major Programs of large scale and complexity that have multiple Program delivery components and demonstrated experience in project management or an equivalent role working in large transformation projects.
- The resource must have experience and knowledge of public sector organizations or regulatory environments, relevant legislation, industry reporting obligations, regulatory requirements (prior experience with a BC Crown Corporation would be an asset.)
- Minimum of seven (7) years of recent experience supervising and leading senior level professionals in the development and implementation of complex Projects
- Experience managing relationships with senior level stakeholders and leading consultation sessions;
- Demonstrated experience writing briefing notes, business cases within a public sector organization.
- Demonstrated ability leading multi-disciplinary teams in business transformation initiatives and business process design activities to align business systems with new business processes and systems
- Experience with Agile Hybrid practices and applying them to traditional PM processes appropriately;
- Understanding of Azure DevOps: This includes the ability to create and manage work items, user stories, bug tracking, etc. Knowledge of build and release pipelines is a plus.
- IMIT Program experience – experience and knowledge of complex, multi-component IMIT development Projects and involvement with past successful implementations of public or private sector IMIT Programs with a budget greater than $500,000.00
- PM experience leading at least three large Projects in an organization similar in size and complexity as BCFSA
- Demonstrated Project Management experience - planning, establishing priorities and allocating resources in Programs similar in size and complexity across multiple stakeholders.
- Demonstrated stakeholder engagement and Relationship management - managing complex partnerships where different parties have a piece of the critical path and different levels of investment in the timelines and outcomes;
