On behalf of our public sector client, Affinity is looking for a Technical Application Owner HCM (EBS) to oversee our Human Capital Management Oracle EBS Applications.
Responsibilities:
• Lead the technical ownership and roadmap for HCM applications, ensuring stability, scalability, and reliability;
• Collaborate with business stakeholders to understand requirements and translate them into technical solutions that meet operational needs;
• Manage the full lifecycle of applications, from requirements gathering and design to implementation, testing, deployment, and ongoing support;
• Drive integration efforts between HCM EBS applications and In-house/ COTS applications, such as Crew Scheduling & Time Management, Oracle Financials, IBM Maximo, BI Analytics, and more, to ensure seamless data flow and operational efficiency;
• Establish and implement best practices in application development, configuration management, and deployment processes;
• Oversee application compliance with applicable regulations and security standards, monitor system performance, and conduct regular audits & risk assessments;
• Technical leadership and mentorship to application support teams, fostering a culture of collaboration and continuous improvement.
Deliverables:
• End-to-end management and optimization of our application portfolio, ensuring alignment with business goals and driving continuous improvement initiatives. This role will collaborate closely with cross-functional teams to enhance system performance, streamline processes, and implement innovative solutions that support our strategic objectives.
Qualifications:
Required Experience:
• Extensive experience with Oracle E-Business Suite (EBS) Architecture and Apps CEMLI components including Configurations/Customizations, Extensions, Modifications, Localizations/Internationalization, and Integration;
• Proven track record of successfully leading and managing IT initiatives including Oracle Human Resources, Oracle Payroll,l, and Learning Management application implementations and upgrades.
• In-depth knowledge of Hire to Retire processes, encompassing Talent Management, People Management, Time & Attendance, Compensation and Benefits, Payroll, Learning Management and Performance Management. Skilled at analyzing requirements and translating them into effective solutions;
• Experience with Oracle cloud applications, RPA, AP,EX and/or AI;
• Proven experience as a Technical Application Owner, or similar role with a focus on Oracle HCM applications;
• Proficiency in using PL/SQL, Unix Shell, and development tools, as well as adhering to relevant coding standards necessary for application development.
Required Technical Skills and/or Qualifications:
• Degree in Computer Science IT-relatedted field;
• Extensive experience with HCM applications such as Oracle EBS, Time & Attendance, iCIMS, and Learning Management.

• Excellent interpersonal skills to collaborate with teams and explain technical concepts in a clear and concise manner;
• Ability to convey complex and technical issues to diverse audiences, orally and in writing, in a manner that is easily understood, authoritative, and actionable for the business;
• Demonstrated ability to foster positive and collaborative relationships with all stakeholders. Builds trust through goal alignment and transparency;
• Excellent interpersonal communication – both verbal and written;
• Strong leadership skills with the ability to effectively lead and motivate others.
