On behalf of our public sector client, Affinity is seeking a Change and Communication Management Specialist. The specialist will be responsible for performing key change, communication, and training activities as part of their Change and Communication Lead role to support the deployment project. They must ensure the delivery of all required change and communication management deliverables on time and within budget. Additionally, the specialist is expected to train internal project resources in change management throughout the project life cycle to help build change management capabilities within the organization.


Deliverables:

  • Develops the strategy and plan for managing organizational changes throughout the project lifecycle.
  • Effectively delivers, manages, and maintains the Change Management and Communication Plan, ensuring all stakeholders are kept informed throughout the project.
  • Works closely with the business, project team, internal and external stakeholders, and vendor subject matter experts to develop targeted training programs and comprehensive support materials.
  • Keeps all stakeholders updated on project progress by sharing information from the Business Owner and the project manager.
  • Prepares key materials such as presentations, communications, digital brochures, newsletters, and other resources to clearly convey change messages to both internal groups (employees) and external groups (government agencies, local governments, property owners, the public, media, etc.).
  • Organizes and moderates consultations, focus groups, workshops, presentations, and meetings with those affected by these changes.
  • Manages the project’s SharePoint site throughout the project lifecycle.
  • Executes the training/workshop plan by identifying suitable training approaches, creating a training action plan, and delivering multiple training sessions to diverse, experienced professionals in English and French.
  • Delivers presentations using Microsoft PowerPoint and moderates project meetings.
  • Updates and maintains a stakeholder register throughout the project, identifying impacted stakeholder groups, conducting impact assessments, risks, and engagement strategies.
  • Maintains the project risk register, identifying risks—including change resistance—and mitigation strategies.
  • Consolidates lessons learned at the end of each phase.
  • Evaluates initial performance metrics such as file retrieval speed, error or callback frequency, and time spent on tasks to measure adaptation to the new system.
  • Appoints benefit owners, sets up dashboards to monitor progress, and regularly reviews benefits, making adjustments as necessary.
  • Adheres to the Project and Change Management Framework, aligning all strategies and plans with the overall project strategy.
  • Archives all documents and materials in the designated repository before the engagement concludes.
  • Coaches internal change and communication resources in change management.

Qualifications:

Mandatory Requirements

  • 6 years – Bachelor’s Degree and a minimum of six (6) years of Change Management experience in multi‑year projects.
  • 3 years – Clearly demonstrated experience in enterprise‑level change and communication management in the public sector (3 projects).
  • 6 years – Clearly demonstrated experience working with a provincial or federal property assessment division in an enterprise‑level change and communications function for a transformational project.
  • 6 years – Experience working with Microsoft 365 applications (Word, PowerPoint, Excel, Forms, SharePoint) and digital communication/collaboration tools (MS Teams, Zoom, Miro, etc.).
  • 6 years – Professional Change Management certification (e.g., Prosci or equivalent).
  • 6 years – Full professional proficiency in both official languages (English and French).
  • 6 years – Only one submission per vendor is permitted; submitting more than one disqualifies all applications from that vendor.
  • 6 years – Vendor Response Matrix (maximum 3 pages) and resume (maximum 3 pages); exceeding 6 total pages disqualifies the application.


Scored Requirements

  • 6 years – Clearly demonstrated experience leading organization‑wide change from planning to implementation (at least 3 multi‑year projects within the past 10 years).
  • 1 year – Clearly demonstrated experience leading change involving Tyler Technology CAMA solutions at the provincial or federal level (within the past 10 years).
  • 6 years – Clearly demonstrated experience proactively leading communication efforts with effective communication skills in large enterprise‑level digital transformation projects (at least 3 projects within the past 10 years).
  • 6 years – Clearly demonstrated experience identifying stakeholders and engaging them to contribute to effective change (at least 3 projects within the past 10 years).
