On behalf of our public sector client, Affinity is seeking a Senior Business Analyst to support the Provincial Digital Referral solution implementation. The goal of this initiative is to implement a comprehensive, fax-free referral solution as part of the broader eHealth initiatives within the Department. The Senior Business Analyst will play a pivotal role in this endeavor.


Responsibilities:

  • Stakeholder Engagement Materials: Presentations, agendas, meeting minutes, surveys, action logs, and decision summaries used to gather information and requirements from clinical, non-clinical, and executive stakeholders through methods such as interviews, facilitated workshops, and surveys.
  • Decision Documentation: Records of decisions and supporting documentation to enable transparent, evidence-based decision-making.
  • Business and Technical Documentation: Detailed materials including business requirements, functional specifications, use cases, user stories, processes, and workflows.
  • End-User Documentation: User-facing materials such as user manuals, training guides, and training tools to support adoption and effective system use.
  • Quality Assurance Documentation: Documentation supporting quality processes, including test strategies, test plans (system, integration, user acceptance), and test reports.
  • Operational Documentation: Operational frameworks and supporting materials, including standard operating procedures, to enable effective program management, service delivery, deployment, and support.


Required Requirements:

  • Bachelor’s degree in Computer Science, Business Administration, or similar discipline (or equivalent combination of education and experience)
  • 15+ years of experience: Leading senior-level business analysis, including requirements and process elicitation through workshops, interviews, and surveys, engaging clinical, non-clinical, and executive stakeholders
  • 10+ years of experience: Performing senior business analysis in large, complex, multi-stakeholder initiatives involving multiple business units, extensive stakeholder groups, long timelines, and business or clinical transformation
  • 10+ years of experience: Information Management / Information Technology (IM/IT)
  • 5+ years of experience: Quality assurance, including development of test strategies and test planning
  • Strong verbal and written communication skills in both English and French


Scored Requirements

  • 5+ years of experience: Senior business analysis in healthcare or similar regulated environments, supporting both project delivery and operational functions
  • 10+ years of experience: Developing detailed business and technical documentation, including requirements, functional specifications, workflows, and gap analyses
  • 5+ years of experience: Quality assurance execution, including test strategy development, environment setup, test case creation, and execution across system, integration, and user acceptance testing
  • 5+ years of experience: Developing end-user documentation such as user manuals, training guides, checklists, and supporting tools
  • 5+ years of experience: Developing and documenting operational frameworks, including standard operating procedures and transition from project to operations
  • 5+ years of experience: Applying business analysis methodologies and tools, including Agile, Waterfall, Scrum, Kanban, JIRA, Visio, BPMN, and ALM/Quality Center
  • Knowledge of security practices related to data confidentiality and privacy in regulated environments
  • Ability to support business analysis activities in both French and English
